Screw Extraction - no M/C (although relevant)

Cartridge on a faucet needs to be changed. A very small allen screw, really just a stud with an allen indent on the end, holds the handle on. It is very badly corroded/caked from hard water and won't budge at all. Tried WD-40, vinegar, a hot air blower, now going to up the ante.

I can cut the water supply and drain the hose, so over-pressurizing won't be an issue. I have a replacement cartridge, so destroying the cartridge isn't an issue.

Wondering if a propane torch is likely to work, or am I stuck with drilling the little bugger out and trying to find an allen head stud to replace it. Or if there is some other brilliant idea out there.
